A destination is first saved as a GShort link. The Google sharing service then wraps that GShort URL, so the owner keeps control of the destination.

GShort.net creates manageable campaign links and pairs them with a Google-generated sharing URL.
What we keep
Account details, managed links, lifetime and daily aggregate click totals, and abuse reports needed to operate the service. Detailed click, device, IP and referrer histories are not stored.
